Most taxes will be set by the King. He may allow you to set a small city tax to pay for some city costs. Don't want too many taxes, you know.
The city will become a stop area for travelers, and probably a good trade area. It is in a good location for both to happen.
Who the heck is Jack Sparrow? I don't recall him in any games.
